PRIMARY PURPOSE OF POSITION

 

  • Act to provide data and analytical support for specific segments of regulatory filings and/or audits. The Revenue Policy function is to plan, coordinate, recommend and support revenue requirement strategies for timely development of filings, along with responding to informational and audit requests from internal and external parties.
  • Assist with research and analysis of accounting, tax and financial issues associated with regulatory matters. Effectively communicate the analysis to appropriate management.
  • Apply critical analytical skills in the preparation of regulatory data filing requirements for rate case (distribution and transmission) proceedings. Assist in the drafting of witness testimony and prepare responses to discovery (data) requests of regulators and external parties.
  • Monitor regulatory hearings, proceedings and meetings (of ComEd and other utilities). Prepare and analyze impacts of potential outcomes as requested.

Position may be required to work extended hours, including 24x7 coverage during storms or other emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES

  • Assist with data analysis for specific segments of regulatory filings and/or audits. Prepare analysis for strategic options to facilitate timely cost recovery through the generation of regulated revenue. Provide data and supporting analyses in the development of rate filings, including responses to information requests.
  • Assist with accounting, tax, financial, economic and other quantitative and qualitative analyses of regulatory matters. Responsibilities include research, analysis, monitoring and the preparation of appropriate written and oral reports for management
  • Provide data and support for the preparation of written testimony, regulatory audits and post-filing implementation requirement activities.
  • Support and monitor regulatory hearings, proceedings and meetings. Assist in the analyses of accounting and financial impacts on the company of potential outcomes. Assist with preparation of appropriate reports to management identifying issues and suggesting appropriate actions to address issues raised by commission decisions and rule making.


POSITION SCOPE
This position has a direct impact on the utility’s ability to successfully implement its regulatory strategy for revenue generation, cost recovery and earnings protection.


The position has significant internal interrelationships. Key internal relationships include regulatory, finance, accounting, treasury, and legal, as well as other operational and support groups within ComEd and Exelon Business Services Company. The position requires an ability to work effectively in cross-functional teams to provide support for various company initiatives. In addition, the individual is regularly called upon to provide data and analyses to company personnel with regards to complex regulatory issues.


The position requires that it be a trusted and reliable conduit of information to, and feedback from, the regulatory areas that impact the Company. In doing so, the position may interface with regulatory staff and external consultants requiring cooperation, tact, diplomacy and excellent judgment to further the company’s credibility, image and business objectives.


Work is complex in nature, and involves both technical and creative skills and an attention to detail, in order to quickly assimilate and implement new regulatory concepts under tight time constraints. At certain points in time, the position requires extended hours to prepare regulatory filings.


Generally operates with minimal supervision.

Qualifications

MINIMUM QUALIFICATIONS

  • BS or BA in a quantitative field such as Business, Economics, Finance, Accounting or Engineering.
  • Five or more years electric and/or gas utility experience, primarily in the regulatory, rates, accounting, financial, or strategic planning areas.


PREFERRED QUALIFICATIONS

  • Advanced degree in Accounting, Finance, Business, Economics; CPA
  • Seven or more years of utility experience with five or more years experience with regulatory filings.
