PRIMARY PURPOSE OF POSITION This job is responsible for supervising a Unit of employees who oversee contractor forces who provide support functions and manages contractor field operations of up to 400 contractor employees. This position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES- Responsible for gas and or electric distribution construction and maintenance according to specified standards which may include live gas operations, electric cut-ins, new business extensions, emergency work, replacements, reinforcements, relocations, substation and transmission work. (40%)
- Reinforces Company Standards, Work Practices and Procedures. Develops inspection program, setting goals and metrics, tracking spending, and developing and maintaining reports. (20%)
- Provides training and monitors the performance of company and contractor personnel and milestone schedules to ensure quality, safety and meeting specified service dates. (10%)
- Maintains a good working relationship with contractor management and takes corrective action as required to assure quality installations, which meet customer expectations. (10%)
- An expert regarding contracts and what is included as part of the price (blanket and lump sum contracts). (10%)
- Develops and maintains working relationships among organizational units throughout the department and with internal customers as well as governmental agencies. (5%)
- May be a liaison with governmental agencies to resolve conflicts and communicate information related to contractor maintenance and construction activities (5%)
JOB SCOPESupervises staff in a department. Works within prescribed operating procedures. Typically reports to a Manager. Direct reports normally include entry-level exempt, non-exempt skilled and non-skilled craft and clerical. May include bargaining unit employees.
Qualifications
MINIMUM QUALIFICATIONS- Minimum: Education/Experience:
- Bachelor's degree in related discipline (business administration, engineering, finance, etc) with 4-7 years related maintenance and construction experience or in lieu of a degree, 6-9 years combination of formal education/training and experience. Knowledge:
- Thorough knowledge of Company work, environmental and safety practices including a working knowledge of gas and or electric distribution standards and the ability to maintain or obtain gas-up authorization.
- Basic understanding of substation construction and inspection work practices, operating procedures and standards.
- Working knowledge of PC-based and job/work management applications. Skills/Abilities:
- Demonstrated ability to effectively plan, schedule, manage and coordinate daily work activities.
- Ability to coordinate and manage a working group of construction inspection personnel.
- Strong interpersonal skills and the ability to anticipate and resolve problems promptly.
- Valid drivers license and ability to meet Company driving standards.
- Must pass U.S. Dept of Transportation required chemical test.
- Must pass MD State Temporary Traffic Control Traffic Manager's Training Course within 6 months.
- Ability to pass required Operator Qualification (O.Q.) training per D.O.T. if required.
- Availability to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.
PREFERRED QUALIFICATIONS- Over ten years related work experience in maintenance and construction.
- 2-3 years of supervisory experience.
